EZGO TXT locked front wheels

I just purchased a 2000 EZGO TXT 4 seater.

Both front wheels won't rotate. Turning the steering wheel is fine, just the wheels wont rotate. Rear wheels are fine.

Im thinking the front hubs have been rusted up from the machine sat unused for some months.

Any thoughts before I take wheels off and dismantle things?
