now what

Hello All,
The bad news is the engine I rebuilt last year blew-up. The good news, I found a short block for 300 bucks on ebay. It was nice weather last weekend so I bolted on all the all parts on my new short block and was excited to be back in action and then, nothing. The engine will run if I dump gas in it and pull the choke all the way out. I checked for the normal mistakes like covering the small hole for the carb on the intake side, putting the piston in backward and timing. All look good. So I did a compression check and it was only 85 psi? Could that be the problem? The top-end is new and never been run before. So I am hoping the rings just need to seat. What else should I check. Thanks as always for any and all advice? After 5 years of playing around with old Harley Carts I thought I could figure out any problem but this one has got me stumped.
