Battery Charger inop

I have a 2000 club car 48 volts. I know my battery charger works on other carts. Its goes up to 17 amps of charge. On my cart with battery volt at 47 volts it will not come on. I have bypass the fuse at the plug in for the charger. The cart still runs even if I don't bypass this fuse. I do I check the OBC or bypass this to check the system? Is there anything else I should be looking for?
