Understanding Regen

I am thinking about installing an Altrax XCT400 speed controller in my cart for two different reasons. The first is simple go faster! The second is to help stop my cart..... Yes I know that sounds odd.

My current setup is an 07 CC Precedent with a 6" lift, 23" tires, and all stock electronics but something has been done such as a speed code because it goes 19mph and does not regen. This is great except when you come up to stop signs and try stopping the thing. Since I have a All Sports 6" lift I was going to have to take the Jakes' hydraulic brake setup and weld the caliper brackets to my front spindles to make it all work (read about it in another post). So instead of spending that money on brakes I am thinking about spending it towards a speed controller that I can customize the regen on.

Questions about regen:
When a cart does regen I know it helps slow down the cart but:

When a cart is in regen mode does it draw power from the batteries?

Or

When a cart is in regen mode does it put power back into the batteries?

Or

When a cart is in regen mode does it have no affect on the batteries?
