G1 relay issues

im working on a i think 82 g1, got it knowing one relay was bad, and it has both new style relays. as it sits right now, when i hook up the positive to the battery, the generator fires up and runs, i can push the petal and reverse works, but no forward, and when i turn the key to forward nothing changes.
2 new relays, new key switch, checked all wires for breaks and corrosion and sll seems good.
