Restore body back to its' former glory

I recenty purchased a 1990 Yahama G2 cart. The body seem stock but I notice white powder on my hands or clothes when I touch the body.

Is the body made of plastic and would something like a rubbing compound restore the body?

What the best way to restore a G2 body without repainting it?
