Vc460 won't run without the choke HELP!!

Just like the title says

I have had this happen three times lately and it happened three times today as I was coming back

The engine ran fine for the majority of the trip but as I got half way home it cut out(as if it ran out of fuel) I checked and the lines had fuel in them(both main and return)

So I started the cart in service mode(club car ds) and the engine started and ran

I probably didn't make it a mile before it cut out and lost power again(I let off the pedal some and it kept running) it did this twice in a row(three times so far) and I was starting to go up a hill as I was giving it the gas it bogged (couldn't go over half throttle) I kept going hoping I could make it over the hill to coast the rest of the way home

NO LUCK I was half way up the hill and it died on me(crank but not run) I coasted back and into my uncle's driveway to check it out

Here is the weird part
I tried to start it up in service mode not happening(there was fuel in the line and going to the carb)
So I turn the choke on the carb(just to see if it would help) it fired up and ran

So I limped it to the top of the hill then coasted it home to check it out and am still stumped

I checked the pulse(it's good) I tried a different pump(still does it) I closed the fuel(the cut off on the carb) and it still done it(opened it afterwards)
The only way to get it to run is with the choke on the carb partly closed and then it runs rich(but it does run smoothly with the choke like this)

I checked the valve cover(it's snug and the seal is in place)
