Will not go

91-95 ezgo, when I looked at it I drive it a short distance, both forward and reverse worked fine. Loaded on trailer and brought 2 hours home. Go to take it off the trailer and it will not go. It tries to go but acts like it doesn't have enough power. If I push it while pushing the pedal it will move "easier" than if I don't push the pedal. Checked the colts on all batteries and they all ready just above 36v. Took the motor off, femal spine spins easily without the motor making any racket. The male spline on the gear box is in good condition and with alternating one wheel down and testing the spin it works perfect. Put the motor and gear box back together. Traced A & S cables to make sure something didn't vibrate loose. All cables fine. All 4 post on Curtis controller 38v. Solenoid 39v in and out. There is a wire going from the FR switch to the control box that gets very hot when pedal depressed. I changed this wire out. Still gets hot. Now this is where it gets interesting: jacked up the reared so that both tires are off the ground and pressed the pedal. Tires spin like crazy, it would be hauling but if it was on the ground, wire that was getting hot when tires on the ground stays cool now. Put tires back on the ground and tried again, tiny lurch but no movement and the wire gets hot again, all 4 post on the motor read 38v. Any ideas would be greatly appreciated
