2001 EZ GO solenoid question...

A little back ground. Got a used EZ GO cart, dead batteries not running. Followed trouble shooting guides all the way to this point.

Specs and current status....

36 Volt cart
Series controller
ITS replaced
Controller replaced
New batteries, pack voltage at 37.88
All checks at B+, B-, M- are correct. Voltage ramps within correct ranges up and down based on pedal input
Reed switch at charger port not stuck, pack voltage present at micro switch on direction switch
Contacts clean and pack voltage present at selector switch in both directions, no signs of overheating or bad lugs at switch
Solenoid clicks when pedal depressed
Voltage ranges for control circuits correct at controller
Motor checks okay on continuity tests, have not applied voltage to verify yet


Now the problem. Solenoid has correct pack voltage at battery side, and at controller side, i.e., voltage difference is within spec at .71 volts difference from one side to the other, to ground.
Solenoid has diode but no resistor.
Key on, selector in forward, pedal pressed, solenoid clicks but the voltage on controller side of solenoid goes completely to zero but slowly returns to spec when pedal is released....I suspect bad solenoid..

1) Would bad solenoid be correct assumption?
2) Do I need resistor across main terminals of solenoid?

Anything I am missing?
